Al-Baidar Center for Studies and Planning held a roundtable discussion titled \u201cMinisterial Expansion and Prospects for Government Reform,\u201d bringing together a select group of researchers, specialists, and opinion leaders to examine the evolution of Iraq\u2019s government institutional structure from 2003 to 2026 and its implications for government reform and institutional performance.<\/p>\n
The discussion reviewed the major transformations in Iraq\u2019s institutional development over this period, identifying four main phases. The first focused on establishing the foundations of the new political system, while the second saw an expansion of the ministerial structure driven by political consensus arrangements and security challenges. The third phase witnessed efforts to streamline government, before the fourth returned to ministerial expansion under the influence of political agreements and understandings.<\/p>\n
Participants examined the motivations behind the establishment of ministries and government institutions and the extent to which these decisions reflected the state\u2019s actual needs and public administration requirements. They also discussed the challenges that may arise when political considerations take precedence over institutional efficiency and effectiveness.<\/p>\n
The roundtable emphasized the importance of adopting a clear, well-considered government vision for establishing ministries and public institutions. Such decisions, participants stressed, should be based on institutional, economic, and administrative feasibility studies that identify the actual need for new entities, define their objectives, and assess their implications for the public budget and government performance. This approach would help strengthen institutional reform, rationalize public expenditure, and improve the quality of public services.<\/p>\n
Participants further stressed that decisions concerning the structure of government should be guided by the requirements of reform and development and the pursuit of the public interest, rather than being driven primarily by political power-sharing arrangements.<\/p>\n
