However, the experience in Iraq has faced complex challenges that rendered successive strategies ineffective or unable to achieve their goals. This failure stems from a structural imbalance caused by the overlap of plans with ministerial programs, a lack of understanding of the institutional and political environment, and an absence of seriousness in implementation and oversight, which created a wide gap between planning and reality.
